Almost all gambling is illegal in Wyoming, but it’s not very clear which agency actually investigates and enforces the laws related to gambling. Early last month, legislators in the state voted to go forward with a bill that would set aside more state resources for the investigation of infractions and enforcing the laws and regulations.

Last month’s bill has motivated state leaders to increase talks over the last few days and weeks about the impact of legalized sports betting within Wyoming and the need for a gaming commission to crack down on illegal gambling in Wyoming.

Discussions are expected to heat up in early 2020 for this new legislation and possibly even revisiting a sports betting bill or two.

A Need for a Gaming Commission

Early in October, the Wyoming Legislature’s Joint Travel, Recreation and Cultural Resources Interim Committee voted for legislation that, if approved, would allow for a statewide gaming commission to be created.

With the cost to investigate illegal slot machines being so high, up to $50,000 each machine, local agencies don’t want to shoulder the expense. Some say there are over 400 illegal slot machines being run in Wyoming, and with no central agency for enforcement, it’s up to local law enforcement to do that job, and not much is actually done.

Byron Oedekoven, who is Wyoming Association of Sheriffs and Chiefs of Police, said his organization is behind the legislation, with the conditions that it’s done properly, and that funding is put into place to allow for proper enforcement of regulations:

He also believes that a decision on even having slot machines should be up to individual towns, cities, counties, and even communities within each of those.

If approved next year, any establishment that wished to offer games of chance would have to be licensed by the Commission, and before that could even happen, all cities and counties would host their own elections to decide whether to allow games of chance within their boundaries.

Gaming commission employees would also be peace officers who would go investigate and enforce violations. Speaking of violations, all gambling is actually illegal in the state, but there are a few exceptions, which means each case must be investigated individually. This adds to the cost.

The new legislation would not expand legal gambling in Wyoming. Additional bills would be needed to expand gambling within the state.
